Man shot dead by Manteca police after ramming patrol cars at In-N-Out is identified

A man who was shot dead by Manteca police officers after hitting multiple police cruisers with his vehicle has been identified.Charles Mcgonegal, 69, died after Wednesday's shooting in the parking lot of an In-N-Out Burger, police said. According to the police department, officers responded to the area of the In-N-Out located off Yosemite Avenue and Highway 99 just after 5 p.m. Wednesday.One witness told KCRA 3 that everything began when the man was behind her in the drive-thru and began hitting and ramming her car repeatedly.Mcgonegal was asked to leave the In-N-Out without being served because of his behavior, police said.| VIDEO BELOW | Watch man ram his car into California police vehicles before they open fireWhen he was driving away, officials said he hit a patrol car. That's when an officer shot his gun at the driver.After that, a standoff lasted for about 20 minutes while Mcgonegal remained uncooperative with officers, the police department said. Additional officers responded and tried to negotiate with him.However, officials said Mcgonegal then proceeded to back up and ram into at least two more patrol cars. Officers shot at him again. Video obtained by KCRA 3 shows the man briefly raising his hand out of his car window after officers started firing at him. The video shows gunfire continued for a few seconds after his hand dropped. It is unclear why he raised his hand.Mcgonegal was shot and taken to an area hospital. On Thursday, the police department identified him and said Mcgonegal had died of his injuries. Police said Mcgonegal had an extensive criminal history and was convicted of other crimes, including ramming a motorhome into vehicles on Interstate 580 a couple of years ago.“We do know that he has criminal history in our state and other states going back to 1972," Manteca Sgt. Steven Beermann said.
