Officials say Scandura stopped Richard Saunders on January 27 in an alleyway near the post office in Hanford for riding a bicycle with no light.

After Scandura called for help, officials say Saunders then got physical, causing Saunders to hit his head and lose consciousness.

He was taken to the hospital, where he died 17 days later.

An autopsy ruled Saunders death a homicide.

Investigators later presented the case for criminal charges to a grand jury, which found the indictment appropriate and returned charges, including involuntary manslaughter and assault by a public officer.
