
New details show why a man was arrested for violating the terms of his parole by attending a child's birthday party that resulted in a mass shooting. Billy Williams will serve 180 days in jail after admitting to violating his parole by attending the birthday party in Stockton on November 29, where the deadly shooting occurred.Four people were killed and 13 others were injured. Officers reported seeing Williams at the scene of the mass shooting on Lucille Avenue, and a parolee tracking device confirmed his presence at the party and again the following day. Williams said he was celebrating his niece's second birthday.In August, Williams had agreed to parole terms that prohibited him from being within 300 feet of places where children are present without approval from his parole agent. Another condition barred him from associating with gang members, who were confirmed to be at the party by the sheriff's office.Williams was arrested on the Monday following the shooting for the parole violation. The San Joaquin County Sheriff's Office noted Williams' criminal history, which includes felony charges such as injury to a spouse, domestic violence, false imprisonment, felony vandalism, and willful cruelty to a child.In a previous jailhouse interview, Williams expressed confusion about his incarceration.
