The shooting happened on October 9, just after 6 p.m., near Broad Street and Packer Avenue.
Hason Mason, 23, was killed after being shot multiple times to the face and body.
A second victim, also a 23-year-old man, was injured after more than 20 shots were fired at the pair.
The second victim was able to run to a nearby bar for help after being shot twice in the torso. He was taken to Penn Presbyterian Medical Center in stable condition.
Chief Inspector Scott Small told Action News after the shooting that a vehicle, believed to be connected to the victims, was found still running and unattended near the scene.
"We found a four-door sedan that was struck at least 15 times by gunfire - mainly on the driver's side and in the rear windshield," Small said.
Investigators believe one or both victims were inside the vehicle when the gunfire erupted. The car also struck another vehicle while attempting to get away.
A woman inside that second vehicle was not injured.
The shooter or shooters were last seen fleeing in a silver or dark-colored SUV.
Anyone with information is urged to contact police at 215-686-TIPS.
